So there is still a curve!

The Seattle Times: Microsoft: Under pressure, Microsoft fights to keep its workers: "This ranking will still have a forced distribution or curve, with 20 percent of employees in a peer group classified as 'outstanding,' 70 percent as 'strong' and 10 percent as 'limited.'"
Not sure whether all of these changes will actually have the effect that they are supposed to have.
How about this: Stop treating employees like little college kids and simply tell them the truth. If there is still a curve say so - not trying to create an impression that there wasn't, while apparently there still is one.
